The latest update KB50126443 from Microsoft, which was released on April 25 for Windows 11, introduced minor changes to the operating system. In the update notes, there was information that some applications that work with .Net Framework 3.5 may stop working. The error was reflected in applications that took advantage of the Windows Communication Foundation and Windows Workflow Foundation components of the .NET Framework.
